This is also known as the management theorem. This theorem was created to identify a system for sorting out levels of viewpoints when talking about values and accomplishments.

From this model of analysis Gilbert developed the Performance Engineering Matrix which combines these 3 stages of analysis with the three levels of policy, strategy, and tactics. The matrix introduces vantage points that are represented by three levels. This matrix is a comprehensive way for analysts to identify performance problems and pinpoint possible solutions.
